: Just an addendum to this -- at many of the more main stream, easy listening radio stations, nearly everything the DJ says is scripted -- they're called "liners". Listen hard and you can hear the DJ's who make it sound spontaneous.

:Technically, voiceover or voice-over means voice OVER picture, a voice that is added in post production. Even dubbing or a looping job is a voiceover. Originally, voiceover was two words, then a hypenated word and now is recognizable as an accepted single word. Generally, most people accept the term to encompass all recorded spoken words as voiceovers.
